Requires Department of Transportation, in conjunction with both the Oahu Metropolitan Planning Organization and the City and County of Honolulu, to develop an action plan for implementation of a fixed rail transit system on Oahu.

MAKING AN APPROPRIATION FOR THE ESTABLISHMENT OF A CONTRAFLOW LANE ON FARRINGTON HIGHWAY ALONG THE WAIANAE COAST FROM MOHIHI STREET TO PILIOKAHI AVENUE.

Appropriates funds to be expended by the department of transportation to establish a contraflow lane on Farrington Highway along the Waianae Coast from Mohihi Street to Piliokahi Avenue during morning and evening rush hours.

RELATING TO PARKING FOR DISABLED PERSONS.

Prohibits parking in access aisles adjacent to disabled parking stalls. Specifies authority of law enforcement personnel and commissioned volunteers to access private property to enforce disabled parking laws.

Exempts motor vehicle rental companies that periodically ship 10 or more vehicles between the islands or from the State from the requirements for removing and shipping vehicles.

Expands the types of public land leases that can be issued through negotiation to include disposition of public land for maritime-related users and uses.

RELATING TO BOATING.

Increases by 50% moorage fees, effective 1/1/03, and by 5% on 7/1/05 and 7/1/07, and authorizes DLNR to increase the fees by rules. Authorizes the increase of the percentage-of-gross-revenues fee for commercial vessels. Requires fees and penalties collected pursuant to rules relating to the boating law, and ocean recreation and coastal areas, to be deposited into the Boating Special Fund.
