Establishes integrated pest management policies to prohibit the use of toxicity category I pesticides.

RELATING TO BROWN TREE SNAKES.

Allows the Department of Agriculture to bring 4 live, sterile brown tree snakes into the State for the purposes of research and training of snake detector dogs.

Provides a two-year ban on all plants shipped into the State that may contain the Coqui frog or fire ants.

Amends the agricultural loan law to establish a new class of loan for the growing of crops for use as animal feed. Appropriates funds.

Extends the authorization to issue SPRBs on behalf of Hawaii Gold Cacao Tree, Inc., from 6/30/03 to 6/30/05.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PROCESSING ENTERPRISES.

Facilitates the processing of cacao beans from Keaau, the maintenance of fields, and construction of required facilities for the growth, harvest, and processing of cacao beans and the sale and export of cocoa products through an on-site visitor center. Issues special purpose revenue bonds for this purpose.

Makes permanent the current composition of the Agribusiness Development Corporation Board.

RELATING TO ORGANIC LABELING.

Prohibits the labeling of agricultural products as "organic" unless the method of production has been so certified. Requires certifying agents to register and be accredited by the USDA. Establishes administrative penalties.

Establishes procedures and requirements for the entry of dogs, cats, and other carnivores into the State without the need for quarantine.
