SENATE RESOLUTION

 

REQUESTING THE DIRECTOR OF LABOR AND INDUSTRIAL RELATIONS TO REPORT ON THE PROGRESS MADE by the department to address the concerns raised in the Auditor's MANAGEMENT AUDIT OF THE DISABILITY COMPENSATION DIVISION.

 

 

WHEREAS, the Auditor recently issued a management audit of the Disability Compensation Division of the Department of Labor and Industrial Relations in Report No. 02-07; and

WHEREAS, the Auditor found that the Division's internal control system contains some serious deficiencies affecting fiscal accountability that, if not corrected, could permit fraud to go undetected; and

WHEREAS, the Auditor also found that the weak oversight of the Director of Labor and Industrial Relations over the Division Administrator resulted in significant internal conflicts and human resource management issues; and

WHEREAS, the Auditor recommended that the Director implement written policies over the penalty waiver process, complete the Department's information systems strategic plan, and exercise adequate oversight over the Division Administrator; and

WHEREAS, the Auditor recommended that the oversight include establishing a plan for the Administrator to improve on the Division's internal controls, the information systems, and the morale of staff within the Division; and

WHEREAS, the Auditor also recommended that the Director evaluate the Administrator's compliance with the plan; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, that the Director of Labor and Industrial Relations is respectfully requested to report on the progress made by the Department to address the concerns raised in the Auditor's Report No. 02-07, particularly the Department's efforts in detecting fraud and measures taken to deter fraud; and

BE IT FURTHER RESOLVED that the Director of Labor and Industrial Relations is requested to submit a report to the Legislature not later than twenty days before the convening of the Regular Session of 2004; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Labor and Industrial Relations and the Division Administrator of the Disability Compensation Division of the Department of Labor and Industrial Relations.
