SENATE CONCURRENT

RESOLUTION

 

requesting the Department of Education to review its criteria for allocating all staff positions AND TO ALIGN vice-principal and other STAFF RESOURCES TO SUPPORT COMPLEX-BASED MANAGEMENT.

 

WHEREAS, according to the Department of Education's generic position description for vice-principals in effect on February 27, 2003, a vice-principal assists the principal in providing the overall leadership and management of the educational program for a school and in overseeing the total school operation; and

WHEREAS, a vice-principal assists the principal in promoting a positive school culture focused on what is most beneficial to students, and:

(1) Reinforces excellence and holds students, teachers, and staff to high expectations;

(2) Promotes a safe and caring climate for learning;

(3) Facilitates and encourages collaborative decision making; and

(4) Recognizes exemplary performance by teachers and other school personnel;

and

WHEREAS, a vice-principal assists the principal in creating an effective learning environment for students, and:

(5) Assures that appropriate curriculum and effective instruction is being delivered in each classroom;

(6) Uses evidence to evaluate and improve the design, materials, and implementation of curriculum and instructional programs;

(7) Works with teachers to design positive learning experiences for students; and

(8) Develops short-range and long-range curriculum and instructional program plans, based upon assessed needs, and sets goals and objectives collaboratively with staff, parents, students, and community members as appropriate;

and

WHEREAS, a vice-principal assists the principal in addressing the developmental needs of students, and:

(9) Diagnoses and analyzes student needs and learning styles;

(10) Examines and improves school programs;

(11) Administers the development and implementation of an effective counseling and guidance program; and

(12) Develops and implements guidelines for student conduct and a discipline plan with rules and consequences for student behavior;

and

WHEREAS, a vice-principal assists the principal in addressing the differences in student cognition and achievement, and:

(13) Administers and coordinates educational programs, such as "Gifted and Talented" and "English for Second Language Learners";

(14) Coordinates the referral and screening of students needing comprehensive evaluation;

(15) Participates in the assessment, planning, development, implementation, and modification of individualized education programs for all special education students; and

(16) Confers with parents on the interpretation of diagnostic results and individualized education programs;

and

WHEREAS, a vice-principal assists the principal in mobilizing the participation or employment of appropriate individuals to establish a positive learning environment for students, and:

(17) Networks with parent groups, such as the Parent Teacher Association and school/community-based management council and with community groups, businesses, agencies, and organizations to accomplish school goals and objectives;

(18) Fosters educational efforts between parents and teachers;

(19) Recruits, interviews, hires, and provides orientation for teachers and other school personnel; and

(20) Counsels, guides, and evaluates the job performance of school personnel;

and

WHEREAS, a vice-principal assists the principal in improving the quality of the learning environment by strengthening the knowledge and skills of the school staff, and:

(21) Encourages personal and professional growth and leadership among the staff;

(22) Provides leadership in assessing the need for designing, selecting, and promoting in-service education of the total staff;

(23) Coordinates and provides staff development activities; and

(24) Assists teachers in their professional improvement efforts in fulfillment of their duties;

and

WHEREAS, a vice-principal assists the principal in developing a shared strategic vision for the improvement of teaching and learning, and:

(25) Facilitates the development and articulation of a shared School Improvement Plan;

(26) Ensures continuous renewal of curriculum and instructional policies and methods;

(27) Provides leadership and direction in the installation of new programs, and reviews and evaluates new program guides with appropriate personnel; and

(28) Pursues and encourages the development of innovative curriculum and instructional programs;

and

WHEREAS, a vice-principal assists the principal in overseeing the total school operation, including administrative, fiscal, and personnel functions, and responsibility for facilities, and:

(29) Provides leadership in the development of the biennial budget and the annual operating expenditure plan based on program plans, curriculum and instructional needs, priorities, repair and maintenance, capital improvements, and the replacement of equipment and instructional materials;

(30) Provides leadership in applying or writing for federal and other grants;

(31) Prepares administrative reports and other materials, as required or appropriate, and fiscal reports as required;

(32) Attends district office, state office, and complex area meetings, and community meetings as appropriate;

(33) Administers all Department of Education rules and (school code) regulations, and applicable rules of other governmental agencies;

(34) Administers the collective bargaining contracts for teachers, blue-collar supervisory, blue-collar nonsupervisory, white collar nonsupervisory, and professional employees;

(35) Assesses teaching competencies and classroom management, and conducts evaluations in accordance with contractual requirements;

(36) Develops roles and functions of teachers, supervisors, and administrators for implementing the guidelines for student conduct in accordance with collective bargaining contracts and administrative rules concerning student misconduct, discipline, school searches and seizures, reporting offenses, police interviews and arrests, and restitution for vandalism;

(37) Makes provisions to maintain and upgrade facilities;

(38) Participates in capital improvement project planning and construction to ensure the appropriate design, utilization, and satisfactory completion of construction projects;

(39) Maintains the school plant in accordance with health and safety standards, and develops procedures for implementing Department of Education programs relating to health and safety;

(40) Administers the health services provided by the Department of Health;

(41) Coordinates and supervises personnel and programs in the implementation of campus safety and security requirements; and

(42) Administers and provides for school lunch services;

and

WHEREAS, the Department of Education currently allocates vice-principal positions to schools based on official enrollment counts, line-item appropriations, number of special education students, multi-track year-round school calendars, and site-specific exceptions; and

WHEREAS, in light of the complex-based management structure currently being adopted within the Department of Education, there should be a review of the current allocations of all staff positions, including vice principals, that are assigned to support functions within the schools, school complexes, and districts, and a re-alignment of staff positions with the complex-based management structure; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that the Department of Education is requested to review the allocation of all staff positions and develop a realignment plan for vice principals and other educational officer positions and teacher positions that are assigned to support the schools and the school complexes, including positions assigned to the district and state offices but which are primarily located on school campuses or in district or complex sites; and

BE IT FURTHER RESOLVED that the Department of Education submit to the Legislature not later than twenty days prior to the 2004 regular session, a report of its findings and recommendations, including a plan to realign staff support positions; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
