SENATE CONCURRENT

RESOLUTION

 

ENCOURAGING THE ESTABLISHMENT OF AN INFORMATION TECHNOLOGY COLLABORATIVE TO SUPPORT THE INCREASED USE OF INFORMATION TECHNOLOGY BY HAWAII PHYSICIANS.

 

WHEREAS, the health care industry lags behind many other industries in their investment in and use of information technology; and

WHEREAS, the health care industry in Hawaii is composed of many solo or small group health care practitioners who have limited resources to invest in information technology hardware, software, and staff training to use such technology; and

WHEREAS, the increased use of information technology by physicians would not only enhance the efficiency of their business operations, but would also provide valuable medical information accessible through such means as the Internet and subscriber user groups; and

WHEREAS, consultation between representatives of Hawaii physicians and Hawaii's information technology industry would serve to educate physicians about information technology products and services and similarly educate information technology businesses about the needs of the health care industry; and

WHEREAS, through this collaborative, it is hoped that economies of scale would be achieved, resulting in reduced costs to individual physicians and thereby encourage implementation of enhanced information technology within their medical practice; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that representatives of Hawaii independent physicians and representatives of Hawaii's information technology industry are encouraged to form an information technology collaborative to support the increased use of information technology by Hawaii physicians; and

BE IT FURTHER RESOLVED that this collaborative should explore the most efficient and cost-effective methods for physicians to implement information technology within their practices, including the use of open source software and the development of a local area network for solo and small group practitioners; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Hawaii Independent Physicians Association and the Hawaii Technology Trade Association.
