A BILL FOR AN ACT

 

RELATING TO ECONOMIC DEVELOPMENT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that wood waste is generated when contractors and developers cut down trees to clear the land for development and construction projects. Trees such as kiawe and ironwood, among others, are often cleared during construction projects and discarded in our landfills. The legislature further finds that there are businesses in Hawaii that are currently using, or that potentially could use, the wood from these trees and such use could result in increased jobs for local people and revenue for the State.

The legislature further finds that the department of business, economic development, and tourism is responsible for developing new markets for recycled materials. Therefore, the purpose of this Act is to require the department of business, economic development, and tourism to conduct a study on the feasibility of developing local markets for wood waste, generated by the clearing of trees during development and construction activities, to support local businesses.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $           , or so much thereof as may be necessary, for fiscal year 2003-2004, for the department of business, economic development, and tourism, to conduct a study on the feasibility of developing local markets for wood waste generated by the clearing of trees during development and construction activities, to support local businesses.

The department shall report its findings and recommendations, including any proposed implementing legislation, to the legislature no later than twenty days before the convening of the regular session of 2004.

SECTION 3. The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
