HOUSE RESOLUTION

 

requesting the department of transportation, in conjunction with the county of hawaii, to REVIEW THE causes of motor vehicle collisions at the intersection of Highway 11 and the entry road to the town of pahala and make any necessary improvements to lessen the risk of accidents.

 

 

WHEREAS, the town of Pahala on the Island of Hawaii is on the edge of Volcanoes National Park, its rain forest, and Punaluu Black Sand Beach, just south of Hilo; and

WHEREAS, the town of Pahala has a long and storied history and caters to several thousand visitors each year who visit Volcano House, Kau Desert, Kapapala Ranch, Punaluu Black Sand Beach, and Volcanoes National Park, among other things; and

WHEREAS, the entry road to the town of Pahala intersects Highway 11, a state highway, and numerous motor vehicle collisions have occurred in this area over a period of many years; and

WHEREAS, future motor vehicle collisions could possibly be avoided through various changes to the physical properties of the roadway; and

WHEREAS, since Highway 11 is a state highway, it falls under the jurisdiction of the state Department of Transportation's (DOT) Highways Division; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, that DOT, in conjunction with the Department of Public Works of the County of Hawaii, is requested to review the causes of motor vehicle collisions at the intersection of Highway 11 and the entry road to the town of Pahala and make improvements as needed to reduce the risk of these collisions; and

BE IT FURTHER RESOLVED that the Highways Division of DOT submit a report to the Legislature, no later than 20 days prior to the convening of the Regular Session of 2004, outlining its findings and any improvements made to Highway 11; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, the Division Chief of the Highways Division of the Department of Transportation, the Director of the Hawaii County Department of Public Works, the Division Head of the Highways Division of the Hawaii County Department of Public Works, and the Division Head of the Traffic Division of the Hawaii County Department of Public Works.
