HOUSE RESOLUTION

 

requesting the DOE implement a pilot project to distribute surplus supplies.

 

 

WHEREAS, Act 158, Session Laws of Hawaii 2002, repealed the revolving fund for the department of education storeroom, and the lease on the property and the materials themselves remain; and

WHEREAS, the location and the materials within represent an opportunity for Hawaii's teachers and the general public that must be capitalized upon; and

WHEREAS, the State's current fiscal status does not allow for new school-supplies in abundance; and

WHEREAS, the State wishes to do everything in its power to foster the efficient and effective usage of its educational materials; and

WHEREAS, the Department of Education, in conjunction with the Board of Education, is charged with the vital task of administrating Hawaii's public school system; and

WHEREAS, a program to facilitate the distribution of desired supplies to teachers and to the general public at a discounted price would send personal property to needed areas; and

WHEREAS, such a program would aid Hawaii's substantial immigrant and low income population; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, that this body requests the Department of Education to implement a pilot program, at a school to be determined, to study the feasibility of the aforementioned project; and

BE IT FURTHER RESOLVED the pilot program should be implemented at a school under renovation at the end of the school year; and

BE IT FURTHER RESOLVED that this pilot program should be implemented with the goal of creating a statewide program in which all public schools located in counties with a population greater than 250,000 shall gather all unwanted or unnecessary personal property for delivery to Goodwill Industries Hawaii for resale; and

BE IT FURTHER RESOLVED that Goodwill Industries Hawaii should operate without funds from the general revenues and should share in the profits produced by the sale of above mentioned surplus personal property; and

BE IT FURTHER RESOLVED after all schools have complied, the department of education should post an inventory listing on the department's website of all personal property for sale; and

BE IT FURTHER RESOLVED that the supplies should be made available using a tiered system of priority such that teachers within the school where supplies originated shall retain first priority to choose from the surplus personal property free of charge with the Department of Education retaining second priority and all remaining supplies should be given to Goodwill Industries Hawaii; and

BE IT FURTHER RESOLVED that Goodwill Industries Hawaii should offer the personal supplies for sale at a discount price to the general public; and

BE IT FURTHER RESOLVED that the proceeds of the aforementioned sales should be divided between the Department of Education and Goodwill Industries Hawaii (in a manner agreed upon by the two involved parties); and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Department of Education and Goodwill Industries Hawaii.
