RESOLUTION
REQUESTING THE LEGISLATIVE AUDITOR TO CONDUCT AN AUDIT OF THE PERSONNEL PRACTICES OF THE KONA COMMUNITY HOSPITAL.
WHEREAS, the Hawaii Health Systems Corporation (HHSC) was established by Act 262, Session Laws of Hawaii 1996, as an agency of the State with the responsibility of organizing the State's hospitals into an integrated, efficient system; and
WHEREAS, HHSC retains the historical character of the individual hospitals, particularly those in rural areas, and preserves and enhances its relationship with the communities they serve; and
WHEREAS, HHSC is the largest health provider for neighbor island residents, providing acute, rural, and long-term care; and
WHEREAS, there are 12 HHSC facilities located in five different regions including East Hawaii, consisting of Hilo Medical Center, Hale Ho'ola Hamakua, and Kau Hospital; West Hawaii, consisting of Kona Community Hospital and Kohala Hospital; Maui, consisting of Maui Memorial Medical Center, Kula Hospital, and Lanai Community Hospital; Oahu, consisting of Leahi Hospital and Maluhia; and Kauai, consisting of Kauai Veterans Memorial Hospital and Samuel Mahelona Memorial Hospital; and
WHEREAS, Kona Community Hospital (KCH) is the primary health care facility serving West Hawaii, and is a 94-bed full service medical center located in Kealakekua; and
WHEREAS, KCH employs 400 employees and has 61 active medical staff members representing a wide variety of medical specialties serving thousands of individuals each year; and
WHEREAS, the Legislative Auditor (Auditor) conducted a financial audit of KCH in 1996 (report no. 96-17), that examined the hospital's financial records and systems of accounting and internal controls; and
WHEREAS, the Auditor found that KCH could improve its business office operations, particularly its financial accounting and reporting system; and
WHEREAS, the Auditor also noted that the hospital was under new management and had taken steps to make the necessary improvements; and
WHEREAS, the Legislature would like to ensure that KCH is not only financially sound, but also that KCH implements sound personnel practices; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, the Senate concurring, that the Legislative Auditor is requested to conduct an audit of the personnel practices of the Kona Community Hospital; and
BE IT FURTHER RESOLVED that a report of the findings be submitted to the Legislature no later than 20 days prior to the Regular Session of 2004; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Legislative Auditor and the Chief Executive Officer of the Kona Community Hospital.
