HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS TO RECOGNIZE ON-LINE COURSES FROM ACCREDITED INSTITUTIONS.

 

WHEREAS, the Legislature has found that regulation of real estate appraisers is necessary to protect consumers; and

WHEREAS, the Department of Commerce and Consumer Affairs has adopted rules and procedures to certify and license real estate appraisers in the State of Hawaii; and

WHEREAS, to meet the educational demands of future real estate appraisers who wish to practice in the State, the Lincoln Graduate Center and the Appraisal Institute are nationally accredited and offer classes that meet State requirements; and

WHEREAS, the Lincoln Graduate Center only offers classes once a year in Hawaii, and the Appraisal Institute rarely provides any education classes locally; and

WHEREAS, educational classes are not readily or reliably available locally for individuals wishing to become certified or licensed real estate appraisers, which creates an undue hardship for them; and

WHEREAS, those who strive to become licensed real estate appraisers currently must leave the State or wait a year until the course provider returns to Hawaii; and

WHEREAS, the Department of Commerce and Consumer Affairs already recognizes Internet-based, on-line courses for continuing education for licensed professionals because the on-line courses are time-saving and reliable; and

WHEREAS, allowing an individual to take on-line courses that satisfy the education requirement toward the real estate appraiser's license or certification will enable the prospective candidate to obtain the required credit hours expeditiously because on-line courses are offered throughout the year by accredited institutions; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the Senate concurring, that the Department of Commerce and Consumer Affairs is requested to make provisions to allow on-line courses from accredited institutions to count toward satisfying the State's real estate appraiser's certification and licensing requirements; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Department of Commerce and Consumer Affairs, the Lincoln Graduate Center, and the Appraisal Institute.
