A BILL FOR AN ACT

 

relating to agricultural projects.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $20,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2003-2004 as follows:

(1) $14,000,000 for acquisition of land to expand Kahuku agricultural park on Oahu;

(2) $6,000,000 for an agricultural dual line water system in upcountry Kula, on Maui; and

(3) $500,000 for capital improvements to the Molokai irrigation system on Molokai.

SECTION 2. The appropriations made for the capital improvement projects authorized in section 1 of this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 3. The sums appropriated in section 1 of this Act shall be expended by the department of agriculture for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
