Description: Defines "advanced telecommunications technology" and "telemedical consultation". Requires the department of human services to establish reimbursement rates for (1) telemedical consultations for medicare patients and (2) health facilities using advanced telecommunications technology. Repeals exemption of mandated coverage requirements for HMOs under a federally-funded program under the Social Security Act.
