RELATING TO ENVIRONMENTAL SITE CLEANUP.

Establishes a Brownfields Clean-up Revolving Loan Fund to provide low interest loans for the clean-up of contaminated brownfields sites. (Bunda B/R)

RELATING TO NONCOMMERCIAL PIERS.

Authorizes the BLNR to lease, by direct negotiation and with recourse to public auction, State submerged lands for private nonresidential noncommercial piers. (Bunda B/R)

RELATING TO SECTION 17 OF ACT 85, SESSION LAWS OF HAWAII 1999.

Makes permanent certain statutory revisions to fishing laws temporarily enacted through Act 85, Session Laws of Hawaii (SLH) 1999. Allows the Department to amend rules without amending statutes. (Bunda B/R)

RELATING TO AQUATIC RESOURCES.

Clarifies that central service and administrative expenses shall not be diverted from the Sport Fish Special Fund. Clarifies that the money from the Sport Fish Special Fund and Commercial Fisheries Special Fund may be used for the enforcement of the State's aquatic resouces' laws. (Bunda B/R)

RELATING TO AQUATIC RESOURCES.

Expands the Department's authority to possess or use chemicals, electrofishing devices, explosives, and other fishing gears that would normally be unlawful when no other reasonable alternative exists. And expands the Department's authority to permit non-consumptive activities that are otherwise prohibited by law; and clarifies that permits issued for chemicals and electrofishing devices include possession or use of such devices.
