RELATING TO AGRICULTURAL LEASES.

Allows a qualified tenant whose agricultural lease is nearing expiration to petition the DLNR to issue a public notice to determine whether other persons are interested in bidding for a lease on the land. (SD1)

RELATING TO STUDENT LOANS FOR TEACHERS.

Creates an incentive for students to become teachers and to ensure that these graduates teach in our public schools by providing tuition reimbursements over a period of years if a graduate teaches in a public school. (SD1)

RELATING TO CORRECTIONAL FACILITIES.

RELATING TO COMMUNITY DEVELOPMENT.

Allows the counties to continue administering special management area permits and shoreline setback variances in community development districts where no community development plan is in effect; repeals Hamakua community development district statute. (SD1)

RELATING TO TRANSPORTATION.

Extends further relief to concessionaires whose businesses were harmed by reduced air arrivals. Amends Hawaii Revised Statutes to provide permanent mechanism to provide economic relief to concessionaires whose businesses are not profitable. Requires force majeure clause in all concessions contracts. Reduces the motor vehicle safety inspection requirement for heavy commercial vehicles to once a year. Repeals the June 30, 2002 sunset date of the law authorizing the establishment of the Air Carrier Commission, and the collateral deposit deadline for loan guarantees. (SD1)

RELATING TO STATE DEPARTMENTS.

Abolishes the position of deputy and first assistant in state departments, except DOE and UH. Prohibits retention of public relations personnel by state departments. Requires Senate confirmation of deputies. Allows retention of deputies whose salaries are funded by a special fund. Authorizes BOE to set salaries of assistant, district, and deputy district superintendents. (SD1)

RELATING TO ELECTIONS.

Requires special elections to be conducted by mail; requires ballot recounts in close contests; requires separate ballots for each party; prohibits holding office upon conviction rather than sentencing; appropriates unspecified funds to elections office for voter education. (SD1)

RELATING TO EXTENSION OF PUBLIC LAND LEASES.

Authorizes the Board of Land and Natural Resources to extend an agricultural lessee's lease to amortize the lessee-financed improvements made to the land and to allow a lessee undergoing economic hardship a lease extension. (SD1)
