RELATING TO EDUCATION. Prohibits the DOE from knowingly requiring or allowing a teacher to instruct students in content areas that the teacher has no demonstrable knowledge or demonstrated competence, or both, as determined by the Hawaii teacher standards board. (SAKAMOTO.)
