Prohibits minors under the age of twenty-one from possessing or purchasing tobacco products.

RELATING TO THE REPEAL OF NULL AND VOID AND UNNECESSARY ADMINISTRATIVE RULES.

Repeals administrative rules that are either null and void or unnecessary.

RELATING TO STATUTORY REVISION: AMENDING, REENACTING, OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends, reenacts, or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

RELATING TO CONTROLLED SUBSTANCES.

Defines the term "controlled substance analogue". To prohibit a person who acquires, possess, or sells a substance listed from using the substance as a controlled substance analogue or to illegally manufacture a controlled substance. Includes additional schedule modifications and revisions.

RELATING TO CRIMINAL INJURIES COMPENSATION FUND.

A bill requiring plaintiffs who are awarded money from tort claims arising out of criminal act or arrest to make restitution to victim or criminal injury compensation fund.

RELATING TO FIREARMS.

Allows a person who has been pardoned to own, possess, or control a firearm.

RELATING TO FIREARMS.

Extends exception to permitting and registration requirements for firearms or ammunition that are a part of the official equipment of any federal agency to those of any state law enforcement agency. Adds exemption for possession of such firearm or ammunition without a permit.

RELATING TO TRAFFIC FINES.

Authorizes counties to impose by ordinance additional fines for violation of state traffic laws. Requires judiciary to prepare citation forms. Establishes method to contest fines; requires traffic violations bureau to collect fines and remit to county semi-annually.
