Creates state health authority to buy all health care for all residents by 07/01/04 by levying assessments on employees and self-employed and collecting medical portions of all insurance policies. Provides medicaid assistance to all residents with incomes under 300% of federal poverty level.

LONG-TERM CARE; MANDATORY TAX ASSESSMENT

Enacts the Hawaii long-term care financing Act; creates a mandatory assessment system to collect taxes from employee pay checks ; establishes an initial premium amount of $10 per month and an initial payment of $70 per day for 365 days; creates the Hawaii long-term care benefits fund to hold premiums and to pay benefits.

Makes various amendments to further clarify the adult residential care home law. Provide DOH with the discretion to allow more nursing facility residents to be allowed to live at adult residential care homes if it is in the best interest of the resident.

Requires hospitals to provide security of personal effects belonging to a patient that are necessary for the patient's health and well-being, including dentures, glasses, hearing aids, walking devices and prostheses.
