Terminates any commercial vessel mooring or commercial permits upon the sale of the business; sets minimum revenue standards at $6,000 in gross revenue per year.

Appropriates $250,000 to plan and design an ocean park.

Change the frequency for adjustment of the loan interest rate for the Hawaii capital loan program from semiannual to the first of each month.

RELATING TO ENTERPRISE ZONES

Change method of calculating the number of employees needed to meet the annual hiring requirements of the Hawaii enterprise zone (EZ) program in response to unanticipated layoffs or terminations caused by the incidents on September 11, 2001. Also eliminate the use tax exemption for EZ-qualified firms.

MAKING AN APPROPRIATION FOR SMALL BUSINESS DEVELOPMENT

Creates a task force to transfer jurisdiction over state parks from DLNR to the counties.

Authorizes the annual transfer of up to $4 million in excess moneys in the tourism special fund into the state parks special fund. Appropriates moneys from the state parks special fund to support the operation and maintenance of the state parks system.

Requires the stadium authority to review and compare the current artificial turf with more technologically advanced turf products.
