SENATE CONCURRENT

RESOLUTION

 

urging the hawaii congressional delegation to support an amendment to the federal cable act of 1992 for "must-carry" legislation.

 

WHEREAS, communication to local communities are vital throughout Hawaii to inform, entertain, and empower citizens to an unparalleled level of community involvement; and

WHEREAS, Spanish-language broadcasting has an intrinsic value to the Hispanic community which is the fifth largest ethnic group in the State of Hawaii with a population of approximately 100,000; and

WHEREAS, television station KHLU-LP Honolulu, an affiliate of UNIVISION Network, the fifth largest U.S. television network, has provided the community with Spanish-language television programming and continues to make great strides in offering culturally relevant programming; and

WHEREAS, service to local communities is the touchstone of television broadcasting in the United States and an amendment to the federal "Cable Act of 1992" is essential to provide and preserve the vitality of local broadcasting and foster a fully competitive marketplace that maximizes consumer choice; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the Hawaii Congressional Delegation take all necessary actions to support an amendment to the federal "Cable Act of 1992" for "must-carry" legislation to improve the ability for diverse voices to be heard over cable television systems, including stations such as television station KHLU-LP Honolulu; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to U.S. Senator Daniel K. Inouye, U.S. Senator Daniel K. Akaka, U.S. Representative Neil Abercrombie, and U.S. Representative Patsy T. Mink.
