SENATE CONCURRENT

RESOLUTION

 

urging the expeditious execution of lease agreements with nanakuli neighborhood housing services.

 

WHEREAS, the Nanakuli Neighborhood Housing Services, Inc. (NNHS), was established in 1989 as a nonprofit, tax-exempt, corporation; and

WHEREAS, the NNHS began its home rehabilitation loan program with funds from the City and County of Honolulu, while other funds from the Legislature, the Neighborhood Reinvestment Corporation, and the private sector were provided for administration and support operations; and

WHEREAS, NNHS' mission is to:

(1) Increase the opportunity for low- to moderate-income families to become homeowners by purchasing existing homes or developing new housing;

(2) Partner with other organizations such as Habitat for Humanities and Neighborhood Reinvestment as a strategy to lower the cost of labor and construction costs;

(3) Increase the pool of potential homeowners through preparation, savings, investments, job enhancements, business ownership opportunities and attendant incentives by targeting and preparing low- and moderate- income families and individuals to successfully become first time home buyers;

(4) Provide low-interest loans to residents to rehabilitate and/or expand their homes and partner with other organizations to provide these services to low-income elderly and physically challenged home owners in order to improve and maintain the real estate value for homeowners and for the neighborhood;

(5) Acquire properties to house individuals and families who may need a variety of services to prepare them for home ownership and/or rent-to-own programs; and

(6) Partner with other organizations to focus on job preparation, savings and investments, child care, and home ownership education;

and

WHEREAS, NNHS' focus is to promote the concept of reinvestment in neighborhoods through home ownership, home buyers education, housing rehabilitation, and transitional housing; and

WHEREAS, currently, NNHS is negotiating for a base yard in Sand Island from the State of Hawaii to store donated materials that are used to build homes; and

WHEREAS, in the future, the NNHS envisions expanding its operations to possibly include a branch office in Kalaeloa on the island of Oahu; and

WHEREAS, the Legislature believes that the NNHS provides services needed by the community to promote home ownership and deserving of the State's cooperation; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the agencies of the State of Hawaii that may be responsible for leasing lands to NNHS are urged to make land available and to expeditiously execute lease agreements with the NNHS to assist NNHS in its efforts to promote home ownership; and

 

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the NNHS, the Chairperson of Land and Natural Resources, the Director of Business, Economic Development, and Tourism, and the Director of the Hawaii Community Development Authority.
