A BILL FOR AN ACT
MAKING AN APPROPRIATION FOR THE seventh SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $22,278,000, or so much thereof as may be necessary, for fiscal year 2002-2003, for the following capital improvements in the seventh senatorial district:
1. Regional Stadium Complexes; Antone Vidinha Stadium Complex
Plans and development of ten acre stadium complex. Improvement to include renovation of football/soccer field lighting, construction of new baseball field lighting, construction of 400 meter rubberized track at existing stadium complex.

2. Waimea High School/District Swimming Pool
Restoration and renovation of a pool to meet Department of Health regulations.

Library expansion and improvements to existing facility.

6. Solid Waste Facilities
Phase II of the Kekaha Landfill includes a vertical expansion within the existing landfill footprint expected to add another 4 to 5 years capacity; land acquisition for auto recycling center due to current center on lease land; county matching funds required.

7. Lihue Sewer System
Construction of effluent disposal/anaerobic digester; county matching funds required.

8. Hanapepe Stadium Sports Complex
Relocation of league field, parking, and irrigation for soccer field; county matching funds required.

9. Drainage Master Plan
Kapaa/Wailua Area development of a detailed drainage masterplan to supplement the general plan; county matching funds required.

10. New Kapaa Fire Station
The Kapaa district is much too large and densely populated for one station, especially with the remoteness and growth of the Wailua Homesteads area; county matching funds required.

11. Island-wide Supervisory Control & Data Acquisition (SCADA) System
To enhance water system operations and security for existing potable water system production and storage facilities.

12. Kilauea School Waterline Improvements
Installation of 450 feet of 12-inch ductile iron waterline, beginning at the existing 12-inch waterline along Kuhio Highway and continuing 450 feet through Pukalani Place and connection to the existing 8-inch waterline along Kolo Road.

13. Hanalei School Waterline Improvements
Installation of 2,800 feet of 8-inch ductile iron waterline, beginning at the intersection of Malolo and Weke Roads and continuing west 2,000 feet to Anae Road and then continuing south 300 feet and connecting into the existing 8-inch waterline along Kuhio highway.

14. Wainiha-Haena Water System – Storage Tank, Booster Pump Station, Connecting Pipeline & Appurtenances
Plans and construction of a 100,000 gallon storage tank and pipeline system to provide adequate fire protection service for the Wainiha-Haena area.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:
(1) The sums appropriated in items 1 to 9 shall be expended by the department of accounting and general services;
(2) The sums appropriated in items 10 to 20 shall be expended by the county of Kauai; and
(3) The sums appropriated in items 21 and 22 shall be expended by the department of land and natural resources.
SECTION 3. This Act shall take effect on July 1, 2002.
