A BILL FOR AN ACT

 

making an appropriation for the checking of the validity of registered voters.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The Legislature finds that in order to preserve the integrity of the voting process, a certification of the validity of registered voters must be conducted in a timely and orderly manner. Several irregularities in the votes cast in the 1998 and 2000 elections prompted the city of Honolulu to launch its first extensive effort into determining whether voters were illegally registered to vote in the aforementioned elections. The city clerk's office undertook the task of physically comparing state identification applications versus voter applications to determine who was legally registered to vote. The Legislature finds that the cost associated with conducting these cross-checks proved to be excessively high, thus preventing the city from completing the task. Therefore, the purpose of this Act is to appropriate funds for the purpose of cross-checking voter rolls against official identification cards and/or certificates issued by a government agency.

SECTION 2. There shall be appropriated out of the general revenues of the state of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2002-2003, to carry out the purposes of this Act. The sum appropriated shall be utilized for the implementation of a system which will cross-check voter rolls against official identification cards and/or certificates issued by a government agency.

SECTION 3. The sum appropriated shall be expended by the office of the city clerk and the office of the county clerk of the respective political subdivision of the state of Hawaii.

SECTION 4. This Act shall take effect on July 1, 2002.
