A BILL FOR AN ACT

 

MAKING AN APPROPRIATION TO HIRE SECURITY GUARDS AND TO PURCHASE SECURITY CAMERAS FOR SENIOR AND DISABLED RESIDENCE COMPLEX. .

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The State operates three homes for senior and disabled persons, Hale Po'ai, Halia Hale, and Puahala Homes, on Oahu. The legislature finds that residents have been prey to serious criminal activity, including assault and battery, burglary, robbery, and theft. Police presence is limited due to personnel shortages. The legislature further finds that crime could be measurably reduced with the installation of security cameras and the hiring of security guards.

The purpose of this Act is to make an appropriation to provide security personnel and to install security cameras for the Hale Po'ai, Halia Hale, and Puahala Homes complex.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2002-2003, for the senior and disabled residence complex, composed of Halia Hale, Puahala Homes, and Hale Po'ai, to:

(1) Contract with a private security service to provide security guards from 6:00 p.m. to 6:00 a.m.; and

(2) Purchase and install three security cameras on the premises, including a multiplex and VCR system.

SECTION 3. The sum appropriated shall be expended by the housing and community development corporation of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2002.
