A BILL FOR AN ACT

 

Making an appropriation for the state agricultural water use and development plan.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. In 1998, the legislature approved Act 101, which required the department of agriculture to prepare a state agricultural water use and development plan for agricultural uses in the State, including a master irrigation inventory plan. The plan was to be submitted to the legislature in 2000. Act 192, Session Laws of Hawaii (SLH) 2000, extended the date of the plan's submission to the 2002 legislative session.

Act 259, section 19, SLH 2001, reserved $12,400 of the funds appropriated for 2001-2002 to the commission on water resource management for the coordination and incorporation of the state agricultural water use and development plan into the commission's state water projects plan. However, no appropriation was made to the department of agriculture for preparation of the agricultural water use and development plan.

The federal government has recently approved an appropriation of $300,000 for the plan. However, the federal appropriation requires a one-to-one match of funds by the State.

The purpose of this Act is to assist Hawaii's agricultural community by appropriating the necessary funds for the preparation of the long overdue state agricultural water use and development plan.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $         , or so much thereof as may be necessary for fiscal year 2002-2003, for preparation of the state agricultural water use and development plan by the department of agriculture, with the assistance of the commission on water resource management.

SECTION 3. The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2002.
