A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR WAIPIO VALLEY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that increased use of the Waipio Valley by tour groups is contributing to concerns about health, over-commercialization, and liability in the remote and picturesque area. This increased commercial use is further complicated by a complex web of conflicting jurisdictions, as well as environmental and cultural concerns voiced by both owners and users of property within the valley.

The legislature further finds that state and county officials have begun community meetings on issues to be addressed in Waipio Valley, but a lack of specific information about the various land uses, boundaries, and natural features will hamper resolution of the problems.

The purpose of this Act is to appropriate funds for a land survey of Waipio Valley for use in the further discussions of appropriate activities in the area.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2001-2002, for a land survey of Waipio Valley.

SECTION 3. The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
