HOUSE CONCURRENT

RESOLUTION

 

requesting the state foundation on culture and the arts to establish a task force on native Hawaiian culture and the arts.

 

 

WHEREAS, the Legislature adopted Senate Concurrent Resolution No. 76, S.D. 1, during the Regular Session of 2001, which requested the State Foundation on Culture and the Arts to establish a formal policy supporting Native Hawaiian culture and arts; and

WHEREAS, legislative measures introduced this session propose to establish an Office of Hawaiian Culture and the Arts to be funded through the Tourism Special Fund; and

WHEREAS, legislative hearings have revealed that there are numerous public agencies funding various types of pre-contact and post-contact expressions of Native Hawaiian culture and arts, including the Office of Hawaiian Affairs, Bishop Museum, and Hawaii Tourism Authority; and

WHEREAS, many private and nonprofit organizations, such as Alu Like, also encourage, support, and fund Native Hawaiian culture and the arts; and

WHEREAS, an overall assessment and inventory should be conducted of all the different public and private agencies which support and fund pre-contact and post-contact forms and expressions of Native Hawaiian culture and the arts to establish the extent and nature to which Native Hawaiian culture and arts are supported and to identify areas of need; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the State Foundation on Culture and the Arts is requested to establish a task force to:

(1) Conduct a statewide assessment and inventory of the different public and private agencies and organizations that support and fund pre-contact and post-contact forms and expressions of Native Hawaiian culture and arts;

(2) Identify ways that efforts relating to Native Hawaiian culture and arts can be coordinated, strengthened, and directed to maintain the integrity of the Hawaiian culture; and

(3) Promote and protect the practitioners and materials of Native Hawaiian culture and arts, thereby improving the quality of the cultural and artistic products to better enable residents and visitors to learn and appreciate the culture and heritage of Hawaii;

and

BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts is requested to submit a report to the Legislature on its actions and findings no later than twenty days prior to the convening of the Regular Session of 2003; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the State Foundation on Culture and the Arts.
