HOUSE CONCURRENT

RESOLUTION

 

requesting a management audit of the department of health's dental health division.

 

WHEREAS, the Department of Health's Dental Health Division develops public policy to help assure adequate access to basic dental care and through the development and implementation of early detection, disease prevention, and treatment programs targeting high risk populations; and

WHEREAS, as the only Dental Public Health program in the State, the Dental Health Division:

(1) Provides leadership and a focal point for the community in matters associated with oral disease and oro-facial developmental disorders;

(2) Conducts research and investigations relating to the incidence, prevalence, cause, diagnosis, management/treatment, and prevention of oral diseases;

(3) Represents the Department and State at federal, national, and international primary care and dental public health forums;

(4) Maintains contracts and provides quality assurance oversight for dental service activities taking place on State property; and

(5) Oversees the provision of direct dental treatment services for patients residing at State operated hospitals and long-term care facilities and persons served at community-based dental clinics; and

WHEREAS, as a state program, these services should span all of the islands and be available to residents not only on Oahu; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the Auditor conduct a management audit of the Department of Health's Dental Health Division to determine whether the Dental Health Division's services are being provided on a statewide basis; and

BE IT FURTHER RESOLVED that the audit shall include a review of the entire State to identify geographic areas that are not being served or are under-served; and

BE IT FURTHER RESOLVED that the Auditor shall submit a report of findings and recommendations to the Legislature no later than twenty days prior to the regular session of 2003; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Director of Health.
