A BILL FOR AN ACT

 

RELATING TO PUBLIC SAFETY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. In the aftermath of the September 11, 2001, terrorist attacks on the east coast of the United States, it is imperative that Hawaii fire-fighters be adequately trained and prepared to respond to terrorist attacks. Towards this end, Senator Daniel Inouye has already sponsored a United States Department of Labor workforce education training grant. This federal grant appropriates $500,000 to be used for equipment and/or workforce training at the proposed Hawaii state emergency training academy. However, this grant cannot be used to build this facility.

The state fire council, Seafarer International Union, and

department of defense are part of the initiative to make this emergency training academy a reality. The proposed emergency training academy will coordinate training statewide and provide instruction in firefighting, rescue operations, handling of hazardous materials and weapons of mass destruction, and combating terrorism. The state fire council will be sharing this facility with the Hawaii Army National Guard's firefighting and terrorism units. The Seafarer International Union will also be using the facility for in-state training.

The purpose of this Act is to ensure that our fire-fighters are fully prepared to respond to terrorism by appropriating funds to establish the Hawaii state emergency training academy facility in Kalaeloa, Oahu.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2002-2003 for the following project:

Plans and design for a Hawaii state emergency training academy facility at Kalaeloa, Oahu.

Plans $1,000

Design $199,000

Total funding $200,000

The governor may supplement funds for any cost element for this project by transferring such sums as may be needed from the funds appropriated for other cost elements of this project.

The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

SECTION 3. This Act shall take effect upon its approval.
