A BILL FOR AN ACT

 

relating to education reform.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to part IV, subpart C, to be appropriately designated and to read as follows:

"§302A-    Educational districts. (a) The educational districts shall be as follows:

First educational district (Hawaii): the island of Hawaii comprised of the 1st through the 7th representative districts;

Second educational district (Maui): the islands of Maui, Molokai (including the county of Kalawao), Lanai, and Kahoolawe comprised of a portion of the 8th through 13th representative districts;

Third educational district (Honolulu): that portion of the island of Oahu comprised of the 17th through the 30th representative districts;

Fourth educational district (Central Oahu): that portion of the island of Oahu comprised of the 31st through the 34th, the 37th through the 39th, and a portion of the 36th and the 46th representative districts;

Fifth educational district (Leeward Oahu): that portion of the island of Oahu comprised of the 35th, the 40th through the 45th, and a portion of the 36th representative districts;

Sixth educational district (Windward Oahu): that portion of the island of Oahu comprised of the 47th through the 51st, and a portion of the 46th representative districts; and

Seventh educational district (Kauai): the islands of Kauai and Niihau comprised of the 14th through the 16th representative districts.

(b) There shall be one district board of education representing each educational district enumerated in subsection (a)."

SECTION 2. Regardless of whether or not a member of the board of education is serving a term that would have extended past the 2004 general election, the existence of the current board of education and the term of office of all members of the board of education shall end at the 2004 general election. An election of all members of the district boards of education shall be held at the 2004 general election.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval and upon the ratification of a constitutional amendment in compliance with Article XVII, section 3, of the Constitution of the State of Hawaii, that establishes district boards of education comprised of members elected from educational districts.
