A BILL FOR AN ACT

 

RELATING TO Early childhood education and care.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. (a) In accordance with Act 77, Session Laws of Hawaii 1997, as amended by Act 60, Session Laws of Hawaii 2000, and subject to the availability of funds appropriated by this Act, the department of human services open doors program shall provide assistance grants to persons who are unable to continue the payment of tuition or fees, or both, for early childhood education and care because of economic hardship.

The appropriation contained in section 2 of this Act shall not be subject to chapter 42F, Hawaii Revised Statutes. In the event of a conflict between this Act and chapter 42F, Hawaii Revised Statutes, this Act shall control.

(b) Early childhood education and care assistance grants shall be limited as follows:

(1) To persons or families:

(A) Whose children are enrolled in State subsidized early childhood education and care programs; and

(B) Whose income has been reduced by at least           per cent since September 11, 2001; and

(2) To an amount equal to three months of tuition or fees, or both, for each child, not to exceed $         per month, for each child.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $        , or so much thereof as may be necessary for fiscal year 2002-2003, for the department of human services open doors program to provide early childhood education and care assistance grants in accordance with section 1.

SECTION 3. The sum appropriated shall be expended by the department of human services for the purposes of this Act.

SECTION 4. This Act shall take effect upon its approval.
