Description: Decriminalizes violations of the lobbyist law. Expands the statute of limitations for Commission actions to enforce the law from one year to three years. Requires all fines collected to be deposited into the general fund. Provides that no fine shall be assessed unless the commission first conducts a public hearing and renders a decision. (SB905 HD1)
