RELATING TO PUBLIC ACCOUNTANCY.

Establishes a peer review program; Requires continuing education for license renewal. Allows the practice of public accountancy without a certificate or permit by persons with substantially equivalent qualifications. Establishes confidentiality requirements.

RELATING TO ANTITRUST.

Establishes the Antitrust and Consumer Protection Trust Fund. Authorizes the deposit of 10 per cent of all antitrust judgments and settlements received by the State into the Trust Fund. And authorizes the deposit of up to $150,000 from the Attorney General's general fund appropriation to capitalize the Trust Fund.

RELATING TO TAXPAYER COMMUNICATION CONFIDENTIALITY PRIVILEGES.

Extends confidentiality privileges for certain taxpayer communications to all taxes administered under title 14, Hawaii Revised Statutes.

RELATING TO NONPROFIT CORPORATIONS.

Updates nonprofit corporations provisions with conformance to the most recent version of the Model Nonprofit Corporations Act.

RELATING TO NEGOTIABLE INSTRUMENTS.

Amends Act 146, Session Laws of Hawaii 1999, to delete its "drop dead" provision and to authorize a higher limit of deferred deposit transactions.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 25 copies of their testimony to Room 219, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
