Sir:

Your Committees on Water, Land, Energy and Environment and Hawaiian Affairs, to which was referred S.R. No. 97 entitled:

"SENATE RESOLUTION SUPPORTING THE FUTURE PRESERVATION OF Maha`ulepu,"

beg leave to report as follows:

The purpose of this measure is to support a collaborative planning effort to explore options that would make it possible to preserve the irreplaceable natural and cultural resources of Maha`ulepu, and to sustain its special experience.

Testimony in support of this measure was received from the Department of Land and Natural Resources, Malama Maha`ulepu, The League of Women Voters of Kauai, Sierra Club Hawaii Chapter, and twenty-three individuals.

Your Committees find that the intent of this measure is to affirm the immense and diverse resource values of Maha`ulepu – from the endangered tiny blind cave amphipods to monk seals, native flowering vines and other rare plants, a record of Hawaiian settlement and use, in the ancestral bones, stone remnants and petroglyphs, historical records and continuing Native Hawaiian cultural fishing, gathering and hunting, and nationally supported scientific research.

Your Committees further find that this measure constructively advances the possibility of future preservation through collaborative planning. Nearly 3,400 people have signed a record of support for preservation of Maha`ulepu, and 700 sent postcards to the Governor affirming their encouragement for the effort.

Your Committees are equally supportive and have amended this measure to add Hawaii's Congressional Delegation to those receiving certified copies of the Resolution.

As affirmed by the records of votes of the members of your Committees on Water, Land, Energy and Environment and Hawaiian Affairs that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 97, as amended herein, and recommend its adoption in the form attached hereto as S.R. No. 97, S.D. 1.
