Your Committee on Health and Human Services, to which was referred S.C.R. No. 34 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF HUMAN SERVICES TO KEEP THE WAIMANO HOME CRISIS SHELTER OPEN AND OPERATING UNTIL AN ADEQUATE PUBLIC OR PRIVATE FACILITY IS ABLE TO OFFER THE SAME SERVICES,"

begs leave to report as follows:

The purpose of this measure is to request the Department of Human Service to keep the Waimano Home Crises Shelter running until a replacement facility is in operation.

Testimony in support of this measure was submitted by the Department of Health, State Planning Council on Developmental Disabilities, Research Center of Hawaii, and Hawaii Government Employees Association. The Department of Human Services provided comments on this measure.

Your Committee finds that crisis shelters serve as a safety net and these support services are critical for those in need. Your Committee further finds that these services need to be continued until an alternate facility can provide these individuals with services. It will be difficult to place disabled adult clients into the community if services for them are not maintained.

Your Committee has amended this measure by removing all references to the Department of Human Services and replacing them with the Department of Health.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 34, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 34, S.D. 1.
