Sir:

Your Committee on Economic Development and Technology, to which was referred S.C.R. No. 28 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE FORMATION OF A JOINT LEGISLATIVE HIGH TECHNOLOGY TASK FORCE TO DEVELOP CLEAR GOALS AND AN IMPLEMENTATION PLAN TO IMPROVE HAWAII'S HIGH TECHNOLOGY INDUSTRY,"

begs leave to report as follows:

The purpose of this measure is to create a joint legislative technology task force that shall establish short-term and long-term goals to develop Hawaii's technology industry, market Hawaii as conducive to technology enterprises, and establish a specific implementation plan and timeline to accomplish the goals.

Your Committee received testimony in favor of this measure from the Governor's Special Advisor for Technology Development and Verizon Hawaii, Inc. Your Committee received comments on this measure from the Department of Business, Economic Development, and Tourism.

Your Committee finds that the proposed task force provides an opportunity for industry, education, and government to share in development of this necessary technology-based strategy to provide leadership, focus, and organizational efficiency.

Your Committee has amended this measure by:

(1) Taking the "high" out of "high technology" for more general reference;

(2) Keeping the task force open to all government agencies to encourage greater overall participation; and

(3) Having the task force bring the Governor's Special Advisor for Technology Development, High Technology Trade Association, and Hawaii Technology Development Corporation together to share and align their goals and objectives.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 28, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 28, S.D. 1.
