Your Committee on Education, to which was referred S.B. No. 988 entitled:

"A BILL FOR AN ACT RELATING TO ANCILLARY FACILITIES FOR THE STATE ART MUSEUM IN THE NO. 1 CAPITOL DISTRICT BUILDING,"

begs leave to report as follows:

The purpose of this measure is to provide funding mechanisms for ancillary improvements and programs for the proposed state art museum in the No. 1 Capitol District building.

Your Committee heard testimony in support of the measure from the State Foundation on Culture and the Arts, and the Washington Place Foundation. Your Committee heard testimony in opposition from the Hawaii Association of the Blind and the State Committee of Blind Vendors.

Your Committee finds that the No. 1 Capitol District building offers the State of Hawaii a unique opportunity to establish a focal point for community arts and cultural enjoyment in downtown Honolulu for local residents and visitors alike. The museum could foster vastly increased public awareness and appreciation of our state art collection and Honolulu's underutilized resources in art and history.

Your Committee has amended the measure by deleting the provision exempting the museum from the state blind vendor program.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 988, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 988, S.D. 1, and be referred to the Committee on Ways and Means.
