Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 896 entitled:

"A BILL FOR AN ACT RELATING TO COUNTY CONSTRUCTION PROJECTS,"

begs leave to report as follows:

The purpose of this measure is to ensure that the state government receives up-to-date information on county construction projects that involve state funds.

This bill requires semiannual reports from the counties to the State listing change orders or contract modifications that cause the expenditure for a county construction project assisted by the State to increase by five per cent of the original contract amount, or $50,000.

Your Committee finds that the State has oversight responsibilities for county construction contracts on state-assisted county projects. This reporting requirement will allow the State to manage those responsibilities by keeping informed, on a regular basis, of changes to those contracts that significantly modify their payment terms. This will allow the State to monitor the use of state funds, and federal funds passed through the State, for these projects, beginning with the semiannual period starting July 1, 2001.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 896 and recommends that it pass Third Reading.
