RE: S.B. No. 841

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committee on Judiciary, to which was referred S.B. No. 841 entitled:

"A BILL FOR AN ACT RELATING TO CHECK CASHING,"

begs leave to report as follows:

The purpose of this measure is to repeal the sunset date of the act authorizing and regulating check cashing enterprises.

Your Committee received testimony in favor of this measure from the Department of Commerce and Consumer Affairs, Cash in Advance, Inc., and one individual.

Your Committee finds that check cashing enterprises have established themselves as viable businesses that provide a needed service in the State. By repealing the sunset date, the check cashing industry will be allowed to grow and create more economic opportunities.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 841 and recommends that it pass Third Reading.

Respectfully submitted on behalf of the members of the Committee on Judiciary,
