Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 72, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE KAHO`OLAWE ISLAND RESERVE COMMISSION,"

begs leave to report as follows:

The purpose of this measure is to permit the Kaho`olawe Island Reserve Commission to solicit and accept grants, donations, and contributions for the Kaho'olawe rehabilitation trust fund.

The Congressional authorization for the Navy's clean-up of Kaho`olawe will expire in three years. The Kaho'olawe Island Reserve Commission is making plans to transition the island to full state control. Funds must be aggressively pursued to support the cultural, educational, and restoration activities envisioned for the island.

This bill renames the existing rehabilitation trust fund as the Kaho`olawe rehabilitation trust fund and transfers the balance in the former to the latter. It also removes the repeal date for the fund and requires that the Kaho`olawe Island Reserve Commission submit annual reports on the fund to the Legislature. Your Committee finds that these changes will help to successfully prepare the State for the transition in ownership and the continued rehabilitation of the island.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 72, S.D. 1, and recommends that it pass Third Reading.
