Sir:

Your Committee on Health and Human Services, to which was referred S.B. No. 716 entitled:

"A BILL FOR AN ACT RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST NOT-FOR-PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES,"

begs leave to report as follows:

The purpose of this measure is to authorize the issuance of $142,000,000 in special purpose revenue bounds for the Kahala Senior Living Community.

Testimony in support of this measure was submitted by Kahala Senior Living Community, and a private citizen. The department of budget and finance submitted comments on this measure.

Your Committee finds that the Kahala Senior Living Community project will have a positive impact on senior citizens and the state economy. This project will provide much needed and long overdue additional senior facilities and will create short-term construction and facility operations employment opportunities which will positively impact Hawaii's economy.

A technical amendment was made to this measure to correct a statutory reference.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 716, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 716, S.D. 1, and be referred to the Committee on Ways and Means.
