Your Committees on Economic Development and Technology and Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 550 entitled:
"A BILL FOR AN ACT MAKING AN APPROPRIATION TO REPAIR AND MAINTAIN STATE-OWNED SMALL BOAT RECREATIONAL HARBORS,"
beg leave to report as follows:
The purpose of this measure is to appropriate funds to repair and maintain small boat recreational harbors owned by the State.
Your Committees received testimony in favor of this measure from the Hawaii Boaters Political Action Association, and testimony in opposition to this measure from the Board of Land and Natural Resources (BLNR).
Your Committees find that State small boat recreational harbors are deteriorating and are in need of immediate attention.
Your Committees amended this measure to include $1 in appropriations until the BLNR can provide a better estimate of the costs of repair and maintenance of the small boat harbors.
As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 550, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 550, S.D. 1, and be referred to the Committee on Ways and Means.
