Sir:

Your Committee on Health and Human Services, to which was referred S.B. No. 252 entitled:

"A BILL FOR AN ACT RELATING TO THE PRACTICE OF PHARMACY,"

begs leave to report as follows:

The purpose of this measure is to broaden the scope of activities that constitute the practice of pharmacy.

Your Committee received testimony in favor of this measure from the Board of Pharmacy, The Hawaii Pharmacists Association, and two individuals. One individual submitted comments and Hawaii Medical Association submitted testimony opposing this measure.

Your Committee finds that the role of pharmacists includes much more than simply filling prescriptions. By broadening the scope of their practice pursuant to this measure, pharmacists will be able to provide additional medical services efficiently, including administering vaccination injections, without compromising the quality of healthcare in the State.

Your Committee has amended this measure by authorizing pharmacists to administer:

(1) Injections ordered by any practitioner licensed to prescribe prescription drugs, not only doctors; and

(2) Biologicals by injection for the purpose of immunizations.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 252, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 252, S.D. 1, and be referred to the Committee on Commerce, Consumer Protection and Housing.
