Your Committees on Health and Human Services, Commerce, Consumer Protection and Housing, and Labor, to which was referred S.B. No. 244 entitled:

"A BILL FOR AN ACT RELATING TO LONG-TERM CARE BENEFITS,"

beg leave to report as follows:

The purpose of this measure is to extend long-term care insurance for public sector employees to an employee's, children, siblings, and siblings' spouses.

Comments on this measure were submitted by the Hawaii Public Employees Health Fund.

Your Committees find that the legislature should pass legislation that would encourage the purchase of long-term care to secure and provide for their own financial well-being. Although there were only comments on this measure, the Health Fund assured your Committees that this measure is budget neutral. If state employees desire to purchase long-term care for their spouse, or siblings through our current contract at their own cost, we should not prohibit them from doing so.

Your Committees have amended this measure by making the effective date 2050 to promote further discussion on this measure.

As affirmed by the records of votes of the members of your Committees on Health and Human Services, Commerce, Consumer Protection and Housing, and Labor that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 244, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 244, S.D. 1, and be referred to the Committee on Ways and Means.
