Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1635 entitled:

"A BILL FOR AN ACT RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM,"

begs leave to report as follows:

The purpose of this measure is to ensure that eligible full-time employees hired by the Legislature on a temporary basis receive retirement benefits from the Employees' Retirement System.

The measure also appropriates funds for the inclusion of eligible full-time employees hired by the Legislature on a temporary basis in the Employees' Retirement System.

Your Committee finds that the current law includes "legislative employees who are employed on a full-time basis during and between sessions" in the definition of "employee" for purposes of retirement benefits provided in chapter 88, Hawaii Revised Statutes. Yet this benefit has not been made available to eligible employees. This measure assures that administrative steps are taken to correct this oversight.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1635 and recommends that it pass Third Reading.
