Sir:

Your Committee on Water, Land, Energy and Environment, to which was referred S.B. No. 1558 entitled:

"A BILL FOR AN ACT RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS,"

begs leave to report as follows:

The purpose of this measure is to authorize issuance of $15,000,000 in special purpose revenue bonds to assist West Hawaii Recovery Systems, LLC, to develop a transfer station and solid waste disposal system in East Hawaii.

Your Committee received testimony in support of this measure from West Hawaii Recovery Systems, LLC (WHRS). The County of Hawaii submitted testimony in opposition.

Your Committee finds that the County of Hawaii hauls approximately two hundred tons of solid waste per day, collected from thirteen transfer stations in the districts of Puna, north and south Hilo, Hamakua, and Ka`u. If this current waste stream is maintained, the Hilo landfill will be at capacity by the year 2005. Your Committee further finds that because any new facility must meet stringent federal and state requirements, and faces a lengthy approval process, time is of the essence.

Your Committee understands that discussions continue between WHRS and the county, and recommends that this measure receive further consideration as a solution to the East Hawaii landfill dilemma.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1558 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
