Sir:

Your Committee on Health and Human Services, to which was referred S.B. No. 1535 entitled:

"A BILL FOR AN ACT RELATING TO HAWAII COMMISSION FOR NATIONAL AND COMMUNITY SERVICE,"

begs leave to report as follows:

The purposes of this measure are to establish, by statute, the Hawaii Commission for National and Community Service (Commission) and appropriate funds to be used as an administrative match to secure federal funds.

Your Committee received testimony in favor of this measure from the Department of Education, the current Commission, and one individual.

Your Committee finds that without the current Commission, various programs, including the federal AmeriCorp program, may not have been established in the State due to the lack of federal matching funds. By formally establishing the Commission in statute and appropriating funds as provided in this measure, the State will continue to receive the federal funds needed to continue various important volunteer programs in the State.

Your Committee has amended this measure by:

(1) Increasing the amount of the appropriation to $200,000; and

(2) Making technical, nonsubstantive changes to correct a citation and to reflect proper drafting style.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1535, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1535, S.D. 1, and be referred to the Committee on Ways and Means.
