Sir:

Your Committee on Agriculture, to which was referred S.B. No. 1371 entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

The purpose of this measure is to direct unexpended and unencumbered funds to the Hawaii agricultural development revolving fund before they lapse to be expended for completing the planning, design, and construction of an agricultural subdivision in the Hamakua district on the island of Hawaii.

Your Committee received testimony in favor of this measure from the Agribusiness Development Corporation, Hawaii Agriculture Research Center, and one individual.

The Hamakua, Hawaii agricultural subdivision project has yet to fully expend the funds appropriated for the project by Act 117, Session Laws of Hawaii 1999. Your Committee finds that funding should be extended for this project which will facilitate its completion and expand Hawaii's agricultural industry.

Your Committee has amended this measure by making a corresponding appropriation to be expended by the Agribusiness Development Corporation from the Hawaii agricultural development revolving fund in the amount of $300,000; $150,000 for fiscal year 2001-2002 and $150,000 for fiscal year 2002-2003.

As affirmed by the record of votes of the members of your Committee on Agriculture that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1371, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1371, S.D. 1, and be referred to the Committee on Ways and Means.
