Your Committee on Judiciary, to which was referred S.B. No. 134 entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR SUBSTANCE ABUSE TREATMENT SERVICES,"

begs leave to report as follows:

The purpose of this measure is to make appropriations for specialized substance abuse treatment services.

Your Committee received testimony in support of this measure from the Department of Human Services, Department of Health, Oahu Citizen Review Panel for Child Protective Services, Community Alliance on Prisons, Blueprint for Change, and Kako'o 'Ohana Pa'ahao.

The appropriations contained in this measure are for pregnant women and families involved with child protective services who have children under five years of age, for women, for men, and for teenagers, all to be matched by federal or private sources.

Your Committee has amended this measure by adding an appropriation section for specialized substance abuse treatment services for women.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 134, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 134, S.D. 1, and be referred to the Committee on Ways and Means.
