Your Committee on Ways and Means, to which was referred S.B. No. 1177, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CORRECTIONAL HEALTH CARE,"

begs leave to report as follows:

The purpose of this measure is to establish a correctional health care program within the Department of Public Safety.

This measure formalizes into statute what exists by current practice. However, physicians are usually hired as private contractors. Your Committee believes that they, as well as the administrator of the program, should be hired as state employees.

Your Committee has amended this bill to clarify that the term "option B" in section 3 of the bill refers to the option of becoming exempt from civil service laws.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1177, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1177, S.D. 2.
