Your Committee on Judiciary, to which was referred S.B. No. 1165, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PENALTIES FOR NATURAL RESOURCES,"

begs leave to report as follows:

The purpose of this measure is to establish administrative penalties for violations of statutory provisions on rules relating to natural area reserves.

Your Committee received testimony in favor of this measure from the Board of Land and Natural Resources, the Hawaii Audubon Society, and the Sierra Club Hawaii Chapter. Your Committee received comments on this measure from the University of Hawaii Environmental Center.

Your Committee finds that our precious natural area reserves, state parks, and hiking trails deserve the best protection from illegal activities. Enforcement actions need to send a strong message that violations are not tolerated. Recent increases in eco-tourism activity make such penalty provisions even more important.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1165, S.D. 1, and recommends that it pass Third Reading.
